Are you tired of seeing misplaced deviations in the Glamour Portrait Gallery? Or from any gallery for that matter. Ever thought "Man, that really shouldn't be there"? Miscats are the bane of our existance here on dA and will take everyone's help to clear up
Yes some miscats are honest mistakes or misinterpretations of the descriptions. Most are due to those that don't bother reading the descriptions and/or just don't care.
Education
Take the time to read gallery descriptions. Yes some deviations may fit in more than one gallery. Some galleries have a grey area where the overlap. So use your judgment to figure where your art will best fit.
There are several ways to determine a gallery description

When you are submitting and choose a gallery, click on the 'gallery info' button at the lower left.

when you are browsing a gallery hover your mouse over the little 'i' in the Gallery title.

Check with the GM of the gallery. Some times they will have a more in depth description, or just ask them.
Report to Help Desk
As you browse you can take a short min to report the deviation. Using this process sends the report directly to the help desk and I will not see it but it will be reviewed and handled.

Click on "Report Policy Violation" on the deviation and report them as misplacements.

If you know what gallery it should be relocated to, you can either choose the final subcat or if you are unsure, you can go with the headcat (for example, Photography) - or you can leave it as it is.

Write a little description in the comments box why you think it's a miscat.

You can send me a note about a miscat, but please only if it is extreme and degrading to the gallery. I can generally move something more quickly, if justified, for your everyday miscats please use the above process. If you do note me, please put 'miscat' in the subject.
Policy Violations
Policy violations are more serious and can result in deviation removal and even deviant banning on the extreme side.
GM's do not handle policy violations, only the CEA team. If you run across something that you feel violates dA's policies and terms please use the "Report Policy Violation" link on the deviation page.
As I browse...
one of my tasks as a GM is to browse the Glamour Gallery and if I find images I feel do not belong, yes I will be moving them. I have a lot of dead time during the week with a boring day job so I hope to do this often. When I move an image I may or may not give a note or reason but I will do one of the following:

If I have a clear cut idea where I think it goes I will move it directly to that gallery.

If Im not sure exactly where it goes but (but not glamour) I do know the Head Gallery (i.e. digital art or photography) I will put it in the miscellaneous gallery under this category and you can then determine a more appropriate gallery yourself.

Some images in my opinion may just be a snapshot, in this case I may move it to scraps.
GM's are not limited to their own galleries, as such we may move items from other galleries. Personaly if I have any doubt I will leave those to the help desk and that galleries GM.
Why was my deviation moved
Everyone has their own opinions and interpretations of the descriptions. Someone browsing thought it was in the wrong Gallery and the Help Desk agreed OR a browsing GM made the same determination

It seems to me that a Gallery director should have control over where the photo belongs but being the arbitor of what is quality and what is "scrap" is treading on thin ice.

I agree with your statement. When I review the image I do look at intent. Does it look like they are trying to create an image, I look through the rest of their gallery, read the description and so forth.
After that if it leads me to just a snapshot of their girlfriend at a football game then scraps. I even give some benefit of the doubt and move to spontaneous portraits instead.
